  • The development of a Comprehensive Park and Recreation Plan for Carnation’s park system has four broad goals in mind: to provide park and open space services for an extensive range of ages, locations and interests among residents, to reflect and promote natural and historic landscapes that shape the unique identity of Carnation, to build community in neighborhoods and throughout the city and to offer support to the local economy by providing quality park lands that will be of interest to visitors and residents alike. With these goals in mind, the policy for parks development places a priority on recreational opportunity for residents; park design that optimizes the natural environment; and local environmental stewardship. The Parks and Recreation Element includes: a review of existing park and recreational facilities, presents national park land level of service standards and applies these to local population forecasts, offers preliminary comments on future parkland needs and states goals and policies for existing and future parks development. Carnation’s recreational opportunities were inventoried for this plan on foot, by bicycle and by attending several Farmer’s Markets, concerts and work parties to renovate the Tolt Commons. Many productive and creative meetings with the Carnation Park Board, including site visits and public meetings were critical to this plan’s success.
